was a 10 country European network set up in 1991 following earlier UK research on Defence Technology Management sponsored by the UK Economic and Social Research Council and the UK Ministry of Defence. The network comprised 12 analysts drawn from France, Germany, Hungary, Italy, the Netherlands, Russia, Spain, Sweden, the United Kingdom and the United States, each of whom was a distinguished writer on defence technology and industrial affairs.

The network undertook both publicly funded research and consultancy work and has carried out a number of studies for a variety of national governments and private bodies over a period of ten years.
